簡要規(guī)格描述或項目基本概況介紹、用途：目前，新片區(qū)公交公司運營車輛中共有118輛氫燃料車輛，為保障運營需要，現(xiàn)需要為118輛氫燃料車輛提供加氫服務。采購人現(xiàn)通過本項目委托一位供應商為臨港新片區(qū)公交車輛提供車輛加氫服務;提供氫氣質(zhì)量達到99.97%的高純氫氣氣質(zhì)，并符合國家標準和行業(yè)標準，★單價不超過35元/公斤(具體內(nèi)容詳見第三章服務需求書)。

二、申請人的資格要求

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定;

(b)落實政府采購政策需滿足的資格要求：(1)扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受10%的價格折扣;(2)扶持殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本項目的特定資格要求：(1)符合《中華人民共和國政府采購法》第二十二條的規(guī)定;

(2)未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(wǎng)(www.ccgp.gov.cn)列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單;

(3)須系我國境內(nèi)依法設立的法人或非法人組織;

(4)具備有效的燃氣供氣站點許可證 (車用氫氣);

(5)本項目不允許轉(zhuǎn)包。
